Several of the other photos there are credited to photographers and copyright noted, but not this Shaw one, leading me to think it was copyrighted by the New York Times, which would have expired as it was published prior to 1923.

This is a retouched picture, which means that it has been digitally altered from its original version. Modifications: numerous scanning artifacts along with some dust spots removed, rotated, levels adjusted. Modifications made by Quibik.
